He wasnt thinking clearly at all, he had the mindset but he didn't know what to do. Thats where Rick and Shane differ, Rick had the mindset and he knew exactly what to do to make sure people survive.
If Lori wasn't going back and forth with him, him and Rick would have been unstoppable working together. Lori was the problem 100%, although for plot purposes, he also had to go a little insane.

kinda hated Shane’s guts as a person, but his character was fantastic and added a lot to the story. a little disappointed he died so early on
