Zagon was a corrupt CIA agent and former interrogator turned drug dealer. Sure Zagon had combat training but he was old and still no match for Seagal. Richie killed Bobby in the beginning and Gino has spent probably about 12-16 hours in movie time frame looking for him. All this is is just Gino letting out all his frustration and anger on his target.
