In my own opinion it's more that there are two types of people like you say. Ones who think they know everything but know very little and people who know a lot but think they don't know much, therefore the later constantly learn even from their mistakes. Driving takes a certain level of intelligence, you need to think about what other people are doing, what they are going to do, plan for multiple different events all within milliseconds. For example, a good driver would slow down towards a roundabout, constantly looking and planning and if safe move across. Saving fuel and keeping traffic flowing. A bad driver would either just risk it and dart across (as most do) or race to the give way line and slam their brakes on which causes others to brake and therefore slows down the traffic flow.
