I once formed Baleo-Tyrrhenia and took the decision to bring the south of italy back into the kingdom of italy. Suddenly my kingdom title of sicily didn't have any de jure land anymore.
As someone who got the megalithic constructions in a kushitism playthrough (cause... pyramids, heh?) I was pleasantly surprised to see how good the exclusive buildings were. I'm glad to see that I was seemingly correct haha
I'm so a fun of Megalithic Constructions that I even made it in my Neo-Krstjani Tall Bosnia, it's really helpful and now all the mountains and hills temple are full of Christian Megaliths
That actually wasn't the Toledo councils, that was the unique decision to either bind the Mozarabic faith to Rome permanently or to break with Rome and make some changes to the Mozarabic faith in the process (3 offered options each). To make this decision, you had to be an independant Mozarabic ruler with a certain number of Mozarabic counties in your realm, you didn't have to be King of Toledo (though I think you needed the county of Toledo in your realm, not sure about that). If you made that decision while the Iberian struggle wasn't resolved yet, it would immediately transition into the opportunity phase (if it wasn't there already).
I'm proud to say I've formed both "Baleo-Tyhrennia" and "The North Sea" before. The former was quite easy with good old Hasteinn, although as I recall I did get lucky with the Byzantines getting thrown off Sicily before my arrival. I even merged Norse with Catalan to make the ultimate seafaring culture! The latter meanwhile, was a particularly close run. I even resorted to dis-inherting most of my sons at one point because I thought I wouldn't make the last "30 years" benchmark for ruling England (I made it up to them later though, by manually handing out the kingdoms)!
I actually planned ahead to trick the tribal inheritance. After my first son was born, I immediately divorced my wife (Sorry darling, nothing personal) and married a venerable old lady instead who had good stats to help rule the kingdom, but was beyond her fertile years. Meanwhile I seduced some unmarried young ladies in my court and didn't keep those affairs secret, so I had a bunch of bastard sons that I could have legitimized in case my one legitimate son should die prematurely and I would need a replacement heir.

Just formed Isreal as the empire of Norgia, originating from the kingdom of Georgia renamed Norgia for the Norgan culture i made from Georgian with Norse, from Jarl Dyre playthrough. What a playthrough hot damn. Khuzarite priesthood keeps dragging me to war with armed pilgrimage tenet now that we have jerusalem
Kingdom of Canaries is way easier starting tribal and feudalising which developes all baronies. Israel can be achieved more freely by using an Israeli courtier (physician)and converting your heir. The north seas is challenging but achievable by using 'restraint' to limit to 1 heir and that heir can inherit all 3 kingdoms and hopefully reign for 30 years. Daneland seems cool to try sometime,
I screwed myself out of the Canute the Greater achievement by reforming Asatru right before I formed the North Sea Empire... 🤡 It's such a tedious process though that I have yet to go back and re-do it

Regarding the Kingdom of the North Sea: NO, you don't have to be particularly fast to do this, since the requirement is only that YOUR OWN CULTURE (most likely the Norse) is not yet in the high medieval era, not that no one is in the high medieval era. Since you need to have discovered at least 70% of the early medieval innovations to progress into high medieval era and you can't research early medieval technologies at all as long as you have tribal government, all you need to do is stay tribal and you have no time limit at all (and it is sensible to stay tribal for this because the related achievement requires you to be tribal and forming the North Sea High Kingdom changes you and all tribal counties in your realm into feudal for free, regardless of the usual prerequisites for becoming feudal. The REAL reasons why getting the North Sea Empire is somewhat difficult is that it requires you to have an unorganized religion (most likely unreformed Asatru) and that you have to rule all 3 kingdoms for 30 years as one character while being stuck with tribal succession law and not having an empire title. Thus your realm falls apart whenever you die with more than one legitimate heir and you have to rule at least 30 years over England with mostly Catholic subjects (because unreformed Asatru takes forever to convert a Christian county and your vassals likely won't even try), which makes you a very likely target for a crusade.
Wait, I thought only AI-genghis khans fracture into successor khaganates. I tried to do it a several patches ago and it just divided normally. Did they change it?
Make sure you do not create any empire level title and should work fine. The mongol empire empire-title has it mechanic that when the first 2 succesions are done the next might broke the empire. It's a 25% increase chance per succesion meaning the first will be 0%, the second also is 0% but the third and fourth are 25% and 50%. Also, it's because you get the external event of the mongol empire fracturing you know when it's broken but playing as the mongol empire you do not recieve any event nor indication when it's going to colapse.
