No, its all about the acceleration and handling and not all cars get better with that even after tuning... Cars with the more sleek and smaller bodies are good for races and heavier cars are good for the pursuits.

dodge viper srt-10 with body type 5 is the best . It is very quick and agile and can take those sharp cornering very easily. It's acceleration and top speed is just amazing.
"Best car" is subjective because it means which car YOU can drive best. The fastest car in MW05 is the Carrera GT but my beat cars are the Gallardo and Cayman S. When fully upgraded, both cars are fast but with great handling.

After "Chevrolet Cobalt SS" the second best car in my opinion was the "Lamborghini Murciélago". When you maxout the car upgrade that's the only car which can complete the Top speed bar. The only reason it's on the second position according to me is it's the most top speed machine, but it's accelaration & handling is slightly behind than the " Chevrolet Cobalt SS". If these things were max too. Than in my opinion there is no such car to beat the "Lamborghini Murciélago".
