it appears you don't realize how huge rosemary can become, unless you plan on cutting it regularly. One of my neighbors has a rosemary plant that is as big as a small car. I'd guess my own rosemary plant covers at least 12 sq. ft., and up to 24 cubic ft.
That would be a high-flow drain valve, available at bluebarrelsystems.com. The high-flow version is much better than standard for gravity-feed because it doesn't restrict the flow.

Wow - that is big! Around here it's common to see smaller rosemary bushes, and yes, trimming can help keep things under control :)
