I'm an immigrant. I learned "my English " by washing TV commercials. , and , of course, by interacting with English speaking people. Commercials can be a good language learning experience since they are illustrated, use uncomplicated vocabulary and are , bay nature, very repetitive. That was many years ago; you, unfortunate, wasn't there yet.but now you are and I wash your great videos ( I'm subscribed ) because I still have much to learn about this inconsistent , and yet, beautiful language that is English. Thank you for being there for many of us.

The word IF here is used to express hypothesis, which means in reality, you do not know who he is(present tense). So grammar rules for using IF: 1. present tense-----If were/-ed, could/might/would.... 2. past tense------ If had done, could/might/would have done. 3. future tense----- if should do/ were to do, would do. a). If you knew who he was, would you tell me? present tense. You don't know b). If you had known who he was, would you have told me? paste tense. You didn't know c). If you were to know who he is, would you tell me? future tense. You don't know now, maybe you will know sometime later. And I believe WHAT IF follows the same grammar rule.
