If I were going to do something like that (I won't though cause I am lazier than an egg):
1. Spawn dem nodes in the editor. Arrange them so nothing overlaps.
2. Take a screenshot. If you want the animated red glows, record a video of your screen instead.
3. Import the image as plane(using the sickass addon of course).
4. Cut them out one by one and delete the unnecessary bits.
3. Select all and separate by loose parts.
9. Chuck the cutouts inside a new collection.
7. Take another screenshot of an empty noodle editor. Use it as a background.
8. Model a cutout of a zombie. Rig it. Animate it.
2. Create a particle system. Select render as collection and select the collection with the node images/videos. Make sure the particle lifetime lasts for the whole animation.
10. If you want the moving timeline below the animation, just record your screen again then composite it in.
P.S. I may have left a lot of stuff out. But that is the generalized way of how I would do it.
P.S. I don't know what P.S. mean and I can't count.

That effect is done using Voxel modifier which will come to blender near future. I will make tutorial when that is avilable in official blender
