  • The US Supreme Court takes up the debate over anti-camping ordinances and the homeless Monday morning. It could have a major impact on how Los Angeles and the state approaches the homeless crisis. NBC4’s Conan Nolan talks with LA’s City Attorney Hydee Feldstein Soto, who argues that current law handcuffs cities in dealing with the crisis, and Scout Katovich of the ACLU who argues the case could turn homelessness into a crime.

    If you’re homeless doesn’t mean you have the right to camp anywhere. The law needs to have zones where people can set up camps. Why should someone who worked hard to buy a house have someone be able to camp outside their home or business? I feel for the homeless but there needs to be regulations on where they can be and not be loitering and doing their drugs.
    There should be a facility built out in the desert for the homeless to provide shelter until they can be rehabbed back into society as a contributing working member.
    Otherwise stay in the facility if they cannot be rehabbed. Letting the homeless roam the streets does not solve anything.

      EXACTLY. The SCOTUS keeps deflecting the issue to "criminilizing homelessness" and this is NOT about that. It is about illegal camping and illegal trespassing. That's it! The SCOTUS needs to overturn the 9th circuit decision NOW and stop this nonsense. Cities are becoming toxic waste sites and homeless slums and if every homeless person gets to SUE THE CITY for teh "right" to annex the sidewalk for their tent, then we are all doomed.

    LA needs to setup maybe a dozen or so, large scale, military tent style homeless shelters that cover people's basic needs of sleeping, bathing, and eating--while people are in these shelters they will be required to undergo psychological evaluation/treatment as well as drug addiction monitoring/therapy. We need a no-nonsense approach that is caring but requires needed therapy once a person has landed on the street and can't take care of themself/hold down a job.

      Study shows that forcing people to get clean in order to get housing doesn't work. We need to house people first. Help them with the first step up, so they're incentivized to continue improving their lives.
      There's often other restrictions that are preventative. Like curfews. Or splitting families up into gendered dorms.

      Therein lies the problem, when offered the services, those individuals that are bringing the most attention to the homeless problem refuse to go because there are rules and requirements that most reasonable people in need could accept. The shelters have curfews and this makes it hard for families and working people to use services because many people work 2nd and 3rd shifts. Something a lot of these shelters do not account for and refuse to accommodate for by saying if we let you do it, then we have to let the druggies and drunks do it as well to be fair. There is no cookie cutter solution for working with mental ill and addicted people.

      @@kaniala5 LA and many other cities should develop and publicize a policy that everyone living on the streets is subject to a mandatory treatment program for mental health and drug addiction. Many homeless could be helped to return to independent living, some would need lifetime mental health care, and some might decide best not to come to live in LA on the streets because of these programs.

      I feel your pain. There is currently a huge majority of the population called the working poor, struggling under exactly the circumstances that you describe. This is the evil undercurrent of capitalism, but anyone who tries to point it out is attacked with a torrent of ideology labels now used as slurs; pinko, commie, lefty, liberal, etc, etc. When mere mention of possible solutions are demonized by the masses under the boot of the problem, one wonders if they really want out from under the boot. I am confounded by the inculcation of the impoverished. Why can’t we invest in affordable housing for the people who are so willing to work? These people are the spine of real society. But hey, my parents met on a hippie commune, so I realize I am a genuine outsider to the common cud of group think.

    I live in a blue sanctuary city and the contamination from our tent communities is having an environmental impact on our water quality. It's so bad even our undocumented newcomers are absolutely terrified at what they're witnessing.

      A good portion of homeless don't have an ID meaning they can apply for a job or get a paycheck, there is a good portion that wants to give it another chance but can't

      @@Shadowx157 It takes 2 months to receive shelter if they are approve. Are they willing to wait 2 months? A very small portion do use the system. The rest move on and usually on the move never staying in one area. Even provided healthcare are unable to keep up with their locations.

    My friend makes $3,500 per month with BA;
    his town's apartment home 1bd no AC is $2000 per month.
    he showers at the gym.
    he sleeps in his SUV.
    he stays at Holiday Inn for the weekend.
    so his favorite place is his work since it provides lunch and snack and he doesn't have to worry while working where AC is fully operational.
    what is going on; is this modern day being independent?

    People are delusional. Most people out in the streets are there by choice. Either because they are mentally ill and don’t want help or don’t think they need help, and the others are greatly out because of drug addiction which in most cases they don’t want help either. The more you let them roam around the worse it gets because obviously the laws that were supposed to have help DID NOT HELP. Those people are dangerous in a lot of situations, it’s not like 20 years ago when the homeless were people who did actually fell on hard times or were sadly vets. California is disgusting, every where you turn it smells like urine, feces and there are people yelling and trying to punch passers by in the street. I read comments from tourists who say “LA was very dangerous and dirty, I don’t think I will be going back” same with San Francisco, same crap almost everywhere in California.
    Politicians in California are ruining it!

    The people making these decisions are by far under educated and have no intelligent way to bring about solutions. Tons on money being spent with absolutely no results! They go in circles wasting time and money while the tax payers suffer the daily consequences of this nuisance!     The system is based on who has money, and laws all have an association with a fine "money," that is why the laws only apply to people they can make pay, if you don't have money they don't apply, it becomes a cost with no financial gain and if you want to be safe you have to pay more

    Measles and tuberculosis outbreaks in homeless shelters, or work 6 days a week, go to 2church services per day, and pay 100 dollars to stay there, or Ohio opened a warming center in sub zero temps, got 18 felonies for violating zoning laws, and shelters, in by 5pm and out by 5am, with strict rules, 100 people on a gymnasium floor, they get 200 to 300 dollars per day per person, that's 6 grand a month, and the person gets zero, or worse.... Just a few examples, AND do the homeless shuffle to the soup kitchen and back, perpetuated, it's a business, for every one person that gets housed, 20 become homeless

    Please note all federally funded programs only accept federally approved drugs such as opioids
    State legal marijuana is explicitly illegal at ALL federally funded programs such as section 8, VASH, shelters and safe parking
    Federal law trumps state
    I use marijuana instead of Veteran Affairs forced opioids
    As veteran, I have to say there is no affordable handicap accessible apartments in San Diego. San Diego VA Housing and all military bases deny housing to veterans use marijuana.
    I cope and manage with marijuana instead of VA opioids and I’m denied housing, shelter, and safe parking in USA.
