Tom Petty solo song. Jeff Lynne was the bassist according to Wikipedia, and Howie was just the backing vocals.
After Howie's death, Ron Blair picks up bass duties again, so it should be him live since Jeff Lynne was not a part of hte touring band for Tom Petty (since he had ELO and other projects with a ton of huge names).
so I spent about 30 minutes trying to track down Jeff Lynne playing bass live, but in every performance I'm seeing he's on guitar. It really sounds like the album uses fingers instead of a pick, but looks like Ron is using a pick live. Palm muting with a pick sounds right as well.

1:15- uses a pick, and then slides up to 5 and 7?

not Ron, but bassist is using the thumb ( kind of like Howie did in one of the other songs)

Looks like right after Howie died, Ron is on bass with alternate picking 0:30. You can see ron use 7,5,3.
