As I understand it police academies spend a lot of time on strategies to get people to ID. If true, that means to me, strategies to undermine citizens rights. This may be why police are so obsessed with getting ID.

I'm impressed how you handled that. Had me a little worried with how angry you were with the guy in the beginning, not that I blame you, or have room to talk, but you handled that police interaction perfectly. That was impressive. I made many mistakes and missed many opportunities. I wasn't sure if I wanted to publish this video. I decided to after having a similar encounter at the same location yesterday. The Quincy Park District needs to remove these gates and open up this park to the public AS IT SHOULD BE. Thanks for watching and understanding. Mr Woodward was rude and aggressive from the start. I was bird watching and mind my own business when he came over to yell at me. I told him it was a public park and walked away. He gets off his bike and approaches me with fist clinched cussing at me.
Under the color of law, on duty, in uniform… lying, demanding, violating the rights of free citizens and the inability to have a reasonable conversation with a law abiding, citizen is scary. Mentally bankrupt, blue-line.

That's because you've misunderstood it from the beginning. First off, this isn't an audit. I was walking my dog in the park I go to every day. This guy came up to me on his motorcycle yelling at me. I responded, it's a public park and I walked away from him. He then gets off his bike and walks up to me with fist clinched saying what's your fucking problem. We had some words and when he figured out he wasn't that tough he called the police. I walked to my car and grabbed my phone. This park is open to the general public for general use. The Quincy park district is the source of much of the problem. Does this clarify?

I understand it’s a public park at recording is allowed and protected. You blatantly threatened the man and recorded it. It’s in the video. It doesn’t matter what you say he said while you where recording because it didn’t come out of his mouth. I love videos of auditing police. Even the ones where they’re borderline breaking the law but within the boundaries set forth in the amendments of this great country. You threatened that man while he was on the phone with 911 or local police dispatch. The police that responded where there to investigate a crime and that crime was you threatening him while on the phone with police. These police were very amateur about the whole situation and show it very clearly but if you were to run this situation by a “well” seasoned police vet that actually knew his/her local laws and police conduct you would have had charges pressed against you for threatening behavior. Whether this is an audit or not and it’s said to say this but nowadays if your not the first person to call the cops then you’re the first one to go to jail.
This is no way to deal with 2 people loosing there temper in a public space. Just tell them to walk away from each other.

The contractor should have secured the gate after he entered and after he left if the park is closed! The park district is “private property”? Good grief... do the lies ever end? Sorry I don't agree - if they are closing the park for maintenance they were being nice to you - by letting you know they are closing the park before you get locked in - You completely overreacted to make a "click-bate" video - I assume to get more views
That's the things. It's not closed for maintenance. This video is two years old and they STILL have it closed. It's about 20 to 25 percent of a several hundred acre park. It's one hundred percent tax funded and governed by an elected body. This wasn't a good video of mine, I'll admit that. I don't think I click baited anything with the title. Also, I hope you understand that Mr Woodward started this whole mess by approaching a grown man from behind that's walking away from you with clinched fist and cussing at me.

Watch part one and part two of the video. Pay attention to them searching me and what they take out of my pockets. When I'm being booked into jail I asked officer Weeries what I'm being charged with. He tells me possession of meth and went so far as to describe the bag that it was found in. He said it was a Crown Royal bag, which is a purple and gold bag sold with the whiskey. First off, I don't drink alcohol very often at all (once or twice a year). Secondly, if I do it's one or two beers at home and never whiskey. Thirdly, I'm extremely anti meth. Both the deputy chief of police and the mayor knew that. Fourthly, I'm not that fucking stupid to go walking into a police station doing what I'm doing carrying anything illegal with me, let alone meth. My attorneys knew it was bullshit from the first meeting with me. It's obvious I don't use meth. I have all my teeth, my complexion is healthy, I'm well spoken and I don't have ANY drug arrest on my record at the age of 39. Also, in the video when they tell me I'm being charged with it I replied, "bullshit I don't do that stuff. Take me back to the hospital and I will take a blood test right now." I was very serious. Sorry for the ramble. In short, follow the chain of evidence like any good detective.

These officers received their education on a silver platter. They tried bullying me for the last time. 9 years before this video was recorded I was arrested for "interference" because I told them I knew exactly what the obstructing ID statute said and I wasn't going to give them my ID. I was petitioning on a public sidewalk when they detained me and demanded ID. Long story short, they lost in court, again.

He's right about the obstructing ID law in Illinois. Obstructing ID is giving the wrong name or date of birth but you still have the right to not say anything.

Your comments near the end was what I was thinking all along. I've seen hundreds of audits going back two years or more and they usually go this way. The officer tries the same old tricks to get you to ID and they keep getting their asses handed to them. Every officer in the land should be aware of audits and know that they can't keep doing this.
I told him plain as day. The next morning I went to the city hall to audit and file complaints against him. He seized my cameras, hip tossed me while handcuffed, and planted meth on me. NDA signed. Thanks for watching!

(2) lawfully detained the person; or
(3) requested the information from a person that the
peace officer has good cause to believe is a witness to a criminal offense.
(b) Sentence. Obstructing identification is a Class A misdemeanor.

@@CitizenStandpointNews That is the obstruction statute. An officer can lawfully demand your id if he has "reasonable articulable suspicion of a crime". If you fail to id he can lawfully detain you until you are ID'd

There's no signage. I was minding my own business and this ENTIRE park is open to the public. That gate should NEVER be closed. Digging small holes in the ground for fence post that are over a hundred yards away is no reason to close the park. I apologized for the language and losing my temper at the beginning of the video. Since you took the time to type all that I will add to it a bit. I'm on a first name basis with the mayor and the deputy chief of police. If you notice I told sergeant Baird to call deputy chief Vandermaiden . I have the body cam from both these officers. I didn't publish it because it's very low quality video and it's heavily redacted. I'm not bluffing on the being contact with that many attorneys. I enjoy most the conversations I've had with attorneys, even the judges. I respect their knowledge and I intend on listening and asking questions to better myself.

He is right. He has not been told that he is under arrest or being detained. By not giving any name at all, he cannot be charged with obstruction. 99% of cops do not get this and will get themselves sued. It is a money-maker.

The thing is the park ISN'T closing and doesn't close until sundown. This park is open to the public. The park district closes this gate and blocks people from accessing this by car up here because of teenagers in the past. We paid for it and there is absolutely no reason it should be blocked in such a manner.

There wasn't and still isn't. The park district has been restricting access to the tax paying citizens of Quincy, IL because they are butt hurt over the vote that closed the pool that used to be up there.
Yea you cant just close a park for ever. I lived in areas where parks be came lakes for flood control and its still open they usually tell you to stay out of the water bc there trees everywhere but the grass area is open. if the pool is no longer in use put a fence up and keep out signs but why let the rest go to waste it looked realy nice up there and it be something i would def go explore and if there is no sign saying i cant and a parking lot for parking i go up there
The pool was demolished years ago. I will probably get a petition signed this spring to address the issue. There are many other people that frequent this park that want the gate removed.
