How to know when is fully synced ? More than 12 hours i'm syncing but now I "Accept blocks"... maybe I have to leave it open or after fully synced it will stop ???

I accidently shut my computer down after running the sync for like. 3 days. Can I just run the command again and it'll start up where it left off?
How do we know when is wallet synced? because im syncing 2 days and it lasts indefinitely. When i check balance its always 0. and now i exit sync and i have error Error connecting to RPC server localhost: error connecting to address localhost:42110: error connecting to localhost:42110: context deadline exceeded

I figured it out! Stop your node and restart it from the bat file then start your wallet
