Just a little tip, filing the steerer should be face down as the residue could fall to your stanchions seals.

A pipe cutter is much easier and simple to cut the steerer tube, one small tool does it all.

Can a cheap 1 inch head tube be adapted to a 1 1/8 inch steerer tube? I'm pretty sure the inner diameter of the head tube is plenty big, but I do not know how to remove and replace the couplings. Thanks.

No but maybe there an an adapter that someone has made. I have not heard of any yet.

I see the couplings can be punched out, but that would not be the hard part
