What about doubling penalties every time someone commits these kinds of drastic offences. 2nd offence penalty doubles.
that misses the point...why lock up the criminals when were all criminals? This is what their document translates into:

The government can mandate seatbelts, electronic stability control (or ESC), etc but they are unable to make a pin lock a standard feature.
Phone manufacturer implemented this over a decade ago and it practically stopped phone theft …
Why, oh, why nobody is requesting this to be standard feature on every car (that is - every car worth stealing…)
