These misunderstanding can be dispelled by studying Modern Monetary Theory MMT. The government never has a problem of raising money, because it can print any amount it needs. Paying off foreign debt is a very different proposition from raising PKR. If the government raised PKR 10K Billions and SOLD it on the open market to get dollars, it would crash the exchange rate.
