It lifts out "lines" of undecomposed straw like bits and moss from the turf. After carefully adjusting the height of the machine and running it back and forth you can just touch and see the surface of the soil. This lets seed you spread or fertilizer you apply get to the grass roots. Some folks apply soil, or sand or some other material to level or enrich the soil, perhaps to hold moisture or the opposite, to help drainage.
You can rent from home depot, ask for a dethatcher. I personally purchased greenworks dethatcher, and it is the best, I did my backyard a month ago and it looks amazing. Got it from Amazon for $100
That was super satisfying to watch. I love scarifying, power raking and aerating my lawn. I can hear my lawn literally thanking me as I’m doing it. 😂

Aeration before scarification yes because scarification will break up cores left on surface.

Depends where you are but plenty or places that have scarifiers for hire. Different type machines most likely but still do a job ( better or worse )
Not all lawns dethatch that easily. You use that machine all day and you’ll know it.
Yes I agree that all lawns are not the same and scarification is different in each one. However it’s a decent machine for small to medium lawns.
