If I intend to to make a freer pant and probably use a bigger measurement for my hips, do I calculate with my actual hip measurement to get my crotch debth or use the bigger measurement calculations?

Please ma you minus waistband from the full length,how come you didn't minus the crotch length from the waistband because if you add the waistband it to the trouser the crotch length will be longer than 11. Please ma explain
