I live in an urban area of the West Midlands, and I haven't seen a hedgehog in about the last 30 years. In a previous house, also in an urban area of the West Midlands, I used to see them all the time. I must have seen half a dozen in our own backyard, and when going out of the house of a night-time I used to see them crossing the road, huddled on our front yard, on waste land near to our house, etc.
I did chisel out a 'runway' in one of the gravel boards beneath our fencing in our present house, but our next door neighbour has placed a load of 'tat' near it, so unfortunately, hedgehogs have no access to our garden anymore. Mind you, we are also guilty 💩, so I mustn't blame our neighbour for everything. Most of our backyard is now covered with slabs, and I only have a small area that I keep wild. I REALLY do need to 'sort myself out' and do something for our wildlife ... apart from the plants that I grow to attract butterflies, moths, bees, etc.
