The basis for Germany, Italy and Japan's ideologies was fierce national independence, so a tight alliance was in a way prohibited by that. Italy going into Africa instead of helping out Germany in Europe is one such example. Japan could also have attacked Soviet Union instead of building an empire on smaller Asian countries.
