He built competitive squads of very little money and top class scouting. Sure he's last few years weren't great but he's practically a Club Legend.
Never put Shearer, Gerrard or Cantona in the same sentence as the legendary Bergkamp. All 3 of those players combined don't even come close to the skill level Bergkamp possessed.

LFC fan, and I always thought he was a class act. How he transitioned from goal scorer to top level supplier/ghost striker, next level.
Once the pace goes only true world class players make that transition and are successful at it.
