The art in Bumbi was decent, but this one is remarkably beautiful.

Yes, it's transparent. Which is actually kind of tricky to get right since you need to dig into the Native (C/C++) APIs of the platforms you're gonna use, which makes porting a lot of work. If you just want to have the game in a square but take up a smaller section of the game you can run the game in Windowed mode and resize to your liking, then only use the Native API to remove the border around it. That's already much easier.
Just a cool tip: instead of .gif-files, you could try using animated .png (.apng). They share the same file type, but consist of frames which play out. You don't have the color limitations, transparency supported and the size doesn't explode as much.

It's a bit hard to explain in just a RUclips comment, but you'll have to dive into the native platform APIs (Windows, Mac, Linux, etc.) and you'll have to make it work manually for each of those platforms, some features you want may not be possible on some of the platforms, or they may handle things like Taskbars very differently. CodeMonkey made a good tutorial a while back on how to do it for Windows. RUclips doesn't like it when use links in comments but it's called "Transparent Unity App! (Overlay, Assistant, Particles)" Though beware, there are big limitations for different Render Pipelines, if you use URP it removed all alpha information when using any post processing, so that'd break the effect entirely. Honestly it is a big hassle, so be prepared to dive into C++ code if anything breaks!

Man Indians always ask for "complete tutorial". Just read what the job requirements are. Find out whats commonly demanded. Youll find it on youtube Im sure. If you need a structure, you will find everything on Udemy.

Either way it doesn't matter, Mister Norris (the developer of the game in question) liked some of the posts of Desktop Cat Cafe and even promotes other similar games on their Steam page. You'll be able to choose the monitor, and you can also choose if you want it in the background or the top of other applications.
