It’s pretty important that you get Shinjiro as high of a level as quickly as possible since the final boss has a hidden mechanic that revolves around how quickly you leveled him up so it’s worth just getting him up to lvl 99 in one or two nights in Tartarus.
you are on NG plus right, do you have blue envelope key item? I am also on NG+, but first run was merciless and apparently merciless on NG+ is not allowed you to carried anything from first run(except costume). Merciless cleared will give you Blue Envelope on NG+, I am not sure if the NG+ has to be in merciless or not, in order to recieve it. (I am too lazy to test it as the game will allow you to see items at the tatarus tutorial which is pretty far in the game).
My first run was on Merciless and I got the blue envelope. You can still carry over the items from your first run so long as the NG+ run difficulty isn't Merciless
