It's not actually "many" it's just because Intel arc doesn't natively supports dx11 library, it can not understand dx11 commands without a translation layer, so instead it translate dx11 to dx12 commands, if gta v can run using vulkan probably the performance will be better
Literally about to buy this combo later today. Nz pc part prices are so bad, but luckily the arc a750 isnt well known here yet

The cheapest price i could find was 227 dollars intel arc a750 limited edition
It has the sparkle version the ASRock version and the gunnir version but it's a bit overpriced 😅
