Since the first two gens are both Tempus, they created a name to separate them, the first one is Headquarters (HQ) and the second one is Vanguard (VG). Flayon, the one in this specific clip is part of Tempus Vanguard that debuted Jan 2023. What he was talking about is when he joined the vc of the HQ bois and started doing noises. This happened around November 2022 when the HQ bois still did weekly Raft collabs. Around this time, VG wasn't announced yet. Idk if you interesting, there is a video titled "The Guide to Hololive" by JoltCharly, its almost two hours video, but its will really help if you new and want to discovers all active and inactive hololive girls from all branch in one video. Ah, the video maybe bit outdated now since Mel got terminated this year, Council and Hope got merged and become Promise, and also there is Regloss and Advent exist now. But i think its still worth to watch.
