This video will provide you with a method that can be used to repair the bottom damage from rust and corrosion on a metal handrail that is attached or embedded into a concrete stairway. It can be done by simply removing the stairway, cutting out the damaged railing and slipping it over a smaller system of pipes and then bolting it together.
I have a square hollow support section in the concrete that has a rusted out section at the concrete line, up about an inch. Is there a jury-rigged method of repair where the hollow post is filled in with something and then wrapped with some metal and secured, so that it is structurally more sound, albeit not great. I'm looking for a fix of a sort that doesn't tax my arthritic hands.
I don't have any videos on that currently, but don't see why you couldn't do something along the lines that you're suggesting. Yes there are materials that you can use to fill holes in concrete to securely anchor guard railing or handrailing posts.
Brilliant idea but how do you drive a pipe in a concrete with a hammer
Use a wood block. Set a wood block on top of pipe and then hammer it in. You might need to use smaller pipes also.
Where would you get a metal pipe to insert into the concrete? From one of the big box stores, or would that have to be specially fabricated?
A handrail system like this often needs to be fabricated, but you can build them yourself. Metal pipes can often be found by using these keywords in your favorite search engines, steel sales, metal supply, metal pipe supplies or industrial metal supply.

How do you make 80 foot long Metal railing More stable?
I've seen them use some type of angled supports that are located on the outside of the stairway. Send me a picture of the stairway for more information.
