My guess would be that it's an art test-Bungie figuring out how to make a cityscape look good at the time and having it there as an example if they decided to do any urban maps.

Both this and Destructo seem very much like ideas; this along with some of the "cut vehicles" that were vehicles ultimately made for (and in some cases STILL cut) in Halo 2. Does make me wonder if early in development they weren't going to make the game quite as different from CE as it ended up being as I do think that no other set of consecutive FPS Halo games has that big a jump.
4 wall structures are pretty quick and simple to throw in and see how moving what buildings where looks natural or believable, and then the test area for the look and feel of slightly more complex geometry with things like pillars and windows, which probably helps nav meshers teach the ai how to move around objects, or use flanking tactics around those objects based on where the player is. this is quite simply a test environment to help artist and programmers. while historically neat, its nothing uncommon in the dev world. glad it shines a light from the dev world to the final product player world though.

Maybe this city map was part of when they were considering showing off Reach in a multiplayer map or two. Could’ve even been what made them decide to can the Reach idea because the human architecture they made at the time looked boring compared to the Forerunner’s mystic technology aesthetic. Personal speculation really, but it would make sense.

Instead of beginning on the Pillar of Autumn as it was escaping Reach, you would start on Reach and have a level or two in a city there before getting to Pillar of Autumn and then Halo.
Now that you say it, there is a multiplayer map in the Halo CE 1749 build that is called “Damnation” with a description that said “ruins of a Colony in Reach” or something like that so you might have a good theory here.

The simple bright white concrete office buildings with dark-gray/black rectangular windows actually reminds me very strongly of the basic buildings Nintendo made for the Training and Corneria levels of Star Fox 64. Simple, clean, and distinct, but conveying quickly the idea of a large skyscraper city building.
If its also a test map than it isn't a cut map. There is a difference. Test maps were never meant for normal gameplay and used to test various features meant for the final product, cut maps were intended for regular gameplay but were removed or never finished for one reason or another. I found this glitch on the level the covenant if you break arbiters phantom he won’t leave just make sure to have a fuel rod cannon and also stay away from arbiter then get him in a vehicle best option is the gauss hog then destroy the scarabs and then a phantom comes over to the bridge and I’ll let you see the result it’s cursed
It was obviously a testing map as GeneralKidd said. But even moreso, I think it was Bungie back in 2000 getting ahead of themselves. Director said, "cut it, we're basically going to do this idea in three years' time with a better game engine anyway, because you know, we made this game so good of course the world is going to want our second one."
Dude I think if they had forerunner vehicles just flying around giving the vibe of a populated alien city, something like Gravemind/High Charity did in Halo 2, that would've been sick

It's a science fiction video game set on a circular ring. Ever think that the reason the Forerunners were "ancient humans" is because the slipspace engines transported a group of humans from the 26th century or later back in time? As Caboose says "Time is made of circles. That is why clocks are round." Nice city...looks very like a Spiderman game that I've never played. I'm sure they wouldn't have received negative feedback about New Mombasa in Halo 2 if it had looked like this.
It‘s a shame that they changed the entire storyline with Halo 4 and 5 in particular. The inconsistency makes ist really hatd to follow (Human/Forerunner relation).
