About woman doing makeup on their workplace. I can be wrong, but as the whole film is about office life in soviet union of late Brezhnev's era, it also satirically shows that most of people are not very motivated in doing actual work or their work is so easy that they have enough time doing whatever but working. It's a huge contrast with soviet films made in 1930-1950 when worker was supposed to be unironically eager to serve state and society and be proud of its labor. Behaviour like that would be pictured as deviation, while here it is common "tradition". Also it is pictured simple fact about woman wanting to look beautiful.
