How could the PS2 version not have the around the world animation if it's just an emulated version of the arcade? According to a GameFAQ guide about the dipswitches in Anthology, the animation is indeed in there. And if I remember right, the CPU has done it to me a couple times on Anthology. The PS1 and Saturn versions were ports, the PS2 one is emulation.
Its for the lols. The only character that doesn't really do attacks like that is Ryu.

Yeah that's why I was glad to see it on Anthology. I'd still like to have the Saturn version for the charming voice acting at the end of the game.

This game feels like I'm watching a gag anime like azumanga or sgt frog, but w/o subtitles. It looks really cutesy and fun though. I just... what is happening.
