I am leery about disabling a lot of windows functions, it may make things worse in some case, particular high precision timer, Sysmain and windows search. The problem I have with this whole thing is too many changes and you don't have a clue which one actually helps solve your problem. I'd rather do one at a time, to see if it makes any difference, and changing it back if it does not. Yes, it is more time consuming but that what experience software developers would do, you tweak and test one function at a time, not all at once like this. It has a value of pointing out some of the fixes, but not all of them may work or none of them may work unless you test one at a time. Your mileage may vary too, as some pointed out, none of these work for them. The key thing to look for is which application hogs the CPU and disable it first, that would be the first step is to open the task manager, it will tell you. Once you disable the offending app, there could be more behind that app but eventually, you will get through them. Doing things randomly without understanding what you are doing is no good, the fix may work temporarily and the high CPU utilization may come back again.

Don't do any of these setting your infact don't make changes to any settings on your pc when you buy a pc either desk top you laptop it's already set by the manufacture to run smooth and fast don't believe anything you see on youtube it's all fake for gaming just leave your power option to the recommened settings in most cases would be balanced if you do want a little more cpu speed just left click on battery icon and move the slider all the way to the right torse the lightining bolt says best performance don't ever use high performance power plan it's no good for your cpu or pc in the nvidia control panel leave as default just change 4 settings for better performance low latency mode to ultra power management mode to prefer maximum performance and prefer refresh rate to highest available and threaded optimization to on. Also make sure you monitor is set to its native resolution and refresh rate is set to the highest rate your pc goes to. If pc is running hot while gameing check your fans and vents make sure there cleaned and dust free also make sure pc is in a cool room cause room tempature does matter as well if still runs hot then check the the thermal paste on your cpu if you know how if not I recommend you take it to someone who knows how Just wanted to clear things up and be honest so please don't believe youtube videos it's all faulse information.

I’m going to help you the easiest way , my cpu was 100% on opening I went to task manager 115 background apps so I went to my latest restore point and restored my files now I’m avaraging 20% you most likely have a bad unknown file on your pc and need to restore it source: trust me bro
