Because being a champion in F1 does not mean much if you are trying to prove you are one of the best overall drivers in the world.. Winning the indycar championship or winning the indy 500 can help prove that along with winning lemans or 24 hr of daytona or even rally. Most F1 race winners or champions that dont do anything else other than F1 and junior formulas are viewed as only good in one niche area so even being a champion leaves you with a LOT to prove to the motorsports world. Top Racing scouts/Teams are not looking at F1 drivers because they never seem to have the talent to drive other types of vehicles, guys like Kimi and Alonso in recent years are the exception. But being an F1 champion means nothing to drivers who are winning in rally, WEC, indycar or nascar ect you have to prove your worth in every discipline and F1 is just very political so most of the best drivers dont bother going there because they dont fit the narrative that F1 teams are looking for. But trust me there are guys who could lap the whole F1 grid in a different style of racing
