This does fit the fortune arcana as far as i can tell. While upright good news will lead to good things and bad news leads to bad things however whole reversed good news will actually lead to bad things and vise versa. An enemy failing only to lead to a tragedy later.
I mean it's as nyx says it matters not who you are death awaits it makes sense why the effect wasn't sudden it is after all the wheel of fortune which tells an inescapable fate

He dies and never comes back although you can hear his voice at the end of the game while fighting the final boss the only time he doesn’t die in the story is in portable since if you romance him he survives getting shot .he still gets removed permanently from the party because he’s in a coma though so he still technically never makes it to the end. He’s alive though.

You might be talking about the portable version. I recommend FES but it's ok if you want to go with portable.
