No.

So the funny thing is they kind of did?
Long story short the composer for early RE games was a fraud. He had no talent and was pretending to be a savant deaf composer ala Beethoven by paying someone else to compose for him and then taking the credit. However when it came time to produce the Director's Cut of RE1 for whatever reason he was unable to actually get his ghost composer to help (presumably due to time constraints not letting him go through his normal process) so he had to make a new version of the Basement theme on his own.
And the infamous basement trumpets were the result.
