Ok, so hold up, you are saying the person writing the buddy statement had to have been at the particular event that caused PTSD? That doesn't make sense, especially if it's a car accident from 20 plus years ago. But, a spouse who has seen how that event has affected the veteran for over 20 years can't write the statement? Maybe I am misunderstanding.
