It's definitely different from most fanfic stories but that's what makes fanfics interesting😏 Although I am surprised that you didn't let Ash get a pokemon from the lab considering you explained that there were Rangers that do have captured pokemon not just partner pokemon.
I explained this during my very LONG pre-story breakdown, which was admittedly a little hard to follow in some places, as I'm trying to reconcile to very different Ranger Systems. Basically there are two ranger-types. The ones that function the same way as trainers are local rangers that stay in one region permanently. Then there are the International Rangers that use stylers and travel all over the world. Ash is aiming to be a member of the International Rangers, not the National ones. Therefore, he's putting himself in the mindset of, 'no pokeballs ever'.

Styler Rangers Have a device that allows them to calm and befriend any pokemon that they see, But it's situational and they're only limited to one pokemon if they come by any trouble. Trainer Rangers Although don't have the tools to calm Pokemon as easily as Styler Rangers They can still use practical calming techniques, Also with them having more than one pokemon on there person they're more prepared for any situation.
Gary might stay as a trainer here as plot Armor Ash is tagging along with him , also hope Ash catches other Pokemon in other regions as rangers do have multiple Pokemon plus him having only 1 is scary as he always gets into dangerous situation.

Frankly I think Ash being Gary’s number 2 is just as if not more interesting than ash being a ranger. Hope they stick together for a long time
