Your Acer C740-C4PE appears to have similar specs to the Chromebooks that I have flashed (x86_64 CPU, 4 Gigs RAM, 16 Gig eMMC) so it should work fine. This technique does not work on ARM based Chromebooks. Since you have a limited amount of space to install and run Linux, I suggest that you use a small USB drive as your home directory. sourceforge.net/projects/usbhome/ Also, as the OS updates, it fills the /var/cache/apt/archives directory with Debian (*.deb) packages. You will need to clear these files after installation and remove any obsolete kernels and their dependencies. This will keep you below your 16 Gig eMMC limit. Note that no amount of tinkering is going to make your Chromebook play Steam games (people have tried). Keep in mind that your machine is limited (as is mine) and can be useful as a laptop accessing the Internet and doing everyday tasks.
