Penalty is too low. These riders don't really care much about it. License suspension, cancelation, and impounding should now be initiated. The fine should be increased to 20k minimum for motorcycles and 50k for four wheels.
DOH is the primary agency the regulates ambulance and patient transport vehicle, properly licensed ambulances per DOH guidelines should have a license sticker on the side of the ambulance body including its ambulance class (class-I non-ACLS and class-II ACLS). PTVs on the other hand have a different classification and uses (its not allowed to carry critically ill patients because it don't have the proper equipment unlike ambulances, its primarily used for transport of patient for consultation and diagnostic test (non-emergency). And most important; PTVs are not allowed and required to use blinkers and sirens, only ambulances.
In Europe it is forbidden when an ambulance or police car or firefighter use the alarm without an emergency. Here I see fire trucks, police cars, ambulances always with there alarms on without any emergency
In Tablas, Romblon, ambulance cars are used to bring staff of the administration for shopping in the biggest town. If see them arriving, 10 people coming out, a hour later going back :-)

It's fair to check and stop ambulance's that use the bus lane if the ambulance isn't responding to any emergency or if it doesn't have a patient to be rushed to the hospital. But if that ambulance has a patient or responding let them pass, because the enforcers will be liable to whatever happens to the patient or if it gets delayed when responding to an emergency.
So just like the PTV, all you have to do to avoid apprehension is have no plates and speed through? The enforcers should have a light barrier they can easily put in place for this scenario.

It's probably easier than what you tried to explain G. addict about apprehending runaway drivers/vehicles. MMDA or the LGU concern, could post a couple or more motorcycle-riding cops at the far end of the bus lane to chase and apprehend the errand drivers. Most importantly, they should increase the number of runaway drivers fourfold to make the fine hurt their pockets if they run away from traffic enforcers.

Why is it our own enforcers doesnt have any motor bikes to pursuit offenders? Given that the mmda has a lot fines gathered for the past fe months already.
This is SAiCT, not the MMDA. And remember that penalty payments are typically remitted to the national treasury, so enforcement agencies can't just spend that money as if it was part of their own approved budget. But across the board, there's obviously issues in the way that employees would struggle with the bare minimum, while some funds would potentially be wasted - and I'm talking in general, not just about one agency. So where there's a will, there's a way, to provide them with better equipment, better benefits, salary etc etc.

I wish they had barricades ready to use in blocking vehiclesjust in case a vehicle tries to speed away inside the bus lane, especially speeding ambulances. it only delays them a minute or two to check if they are really transporting a patient but it might be an effective way to inspect their validity
