Bots fill up the match if not enough players join a match quickly enough. Bots are then replaced by players as they connect to the match.

@@clangloop Nope, you can't add bots to your own custom match.

@@clangloop Adding to this, you can create a custom lobby add bots in through the settings. will always be online though
