1): he doesn't recognise that Ali G is just a character and probably thinks the guy is on the autistic spectrum.
2):he DOES recognise that Ali G is just a character, and is just giving genuine answers to throw Sacha off.
3): this one relates a bit to possibility one, but there is a chance that the ATF guys probably have to deal with serious idiots on a regular basis and just know how to talk to them without talking down to them.
