I was curious, so I spoke to a friend who does Japanese -> English translation and localization. After generating many codes to check, it's essentially gibberish in Japanese as well, with a slightly higher chance for the Japanese code to contain an actual word somewhere, vs the other language versions.

For the Japanese games you could go the Pokemon Fan Club website to get your phrase. For the English games however there was never an official method to get a code as far as I know

Like for example the perfectly preserved pokemon Colosseum bonus content that can only be accessed on official hardware if you have a original action replay for gamecube (one that allows read/writing of codes) and add a code that let's the game enter the bonus content screen of pokemon Colosseum which was 3/4ths into a complete localization. The only things that isnt localized was the names of each feature. You can get celebi from agate forest and the like as well and give up to 48 celebi to any copy of ruby,sapphire,emerald,fire red, or leaf green as long as they beated the elite four. You had to 100% Colosseum as well In order to even recieve the 49 celebi (1 for your Colosseum seven 48 for your friends or own gba pokemon games) in japan you only needed a disc to access this content but outside of japan it was never available as the bonus disc was replaced in functionality by giving the movie jirachi and having little trailers for the game and the movie as well. Why they decided to cut out what was literally the only official way to get a celebi in generation 3 without cheating or having to go to some major events if any is beyond me.

Out of luck, I had managed to get a pc wallpaper from Walda. English is not my native language and I didn't speak it well yet when I got the game as a kid. So I just messed around 😛 My first wallpaper was light blue with many purple circles. When I played the game for the second time, I was again randomly hitting letters, and I was surprised when I found out I had a different wallpaper this time, pink with a purple heart. It's still one of my favourite surprises when I start Emerald to see what will I get, there are so many possibilities. There's even a website where you enter your trainer id, choose your own wallpaper design from the given patterns and it will give you the phrase you need for it.
I find this whole event in the game to be annoying, especially now knowing how it works. You'd THINK it is a random word that you need to enter or even a Pokémon's name. Nope! It is a random and nonsensical string of characters. Game Freak seems to have a very unhealth obsession with random number/character generators when making Pokémon games and try to make the odds ridiculous.
Ironic how Emerald has a bug generating the Random Seed Generator where it cant make a new one every frame but only when you restart the game and load the save file. This has been exploited a bit to get some shinies there

The whole point was to allow them to create arbitrary wallpapers after the game's release that they could give to players in real world events. It wasn't to challenge you to try and come up with a code yourself, they made it as difficult as possible to crack so that you'd have to go to an event to get the wallpapers
I spent so much time looking for some guide that explained this, back in the day, but there was nothing even touching the subject, like it didn't exist. I would never have guessed the answer was some broken characters. Amazing video. There's another thing in the english rom. It's a house to the right in Sootopolis where a door is blocked with plants, and I never found out what's behind. I wonder if it is something that they also don't bothered translating from the jp rom.

Yeah this feature should've been made a lot easier, like you said it's too over-engineered. I thought maybe they could've made it easier by using the easy chat system that is in the game. Then based on the trainer ID you could choose a couple words to make a "funny phrase". I think they implemented something like that in GEN 4.

The blocked door is Mosdeep is used for e-reader battle cards. If you scan the card with the e-reader you can battle the trainer on the card
