Typically, Smash will make characters with no ranged attacks have exceptional ground speed. The more ranged options (or the stronger those options are), they'll on average be slower than characters with no-to-low ranged options. There are, of course, exceptions.
Well Sonic's not really fast when simply walking, just running (in terms of the character, not the in-game mechanics, I have no idea what his walking speed is in Ultimate)

I think they're trying to correct for incin's initial dash speed, which is the short burst where it is faster at the start. If incineroar continuously uses initial dashes, it actually runs faster than what we see here. This all being said, they definitely aren't doing it evenly across all these characters
