Well, assuming George made this decision about her character in the show. In the books, sadly, there's almost nothing on Helaena. No mention of her being a dragon dreamer.
I'm sorry she has none of this in the book, where on earth are people getting that?! Plus, if we are talking about the Iliad, then she'd be Helen, the most beautiful woman in the world. Why would she be Cassandra? And, to top it all off, there's a character called Alys Rivers later on who "sees stuff". She seems to have prophetic visions. So why jumble these two together? Her character is VERY, and I mean very, different in the book. With much more awareness, agency, sass, and even relatability. Sure she's stuck in an arranged marriage with her abusive brother, but there's more to her than that, and when she kills herself... The riots in King's Landing begin, costing Rhaenyra the war, and House Targaryen their previous dragons (A lot of them).

Secondly, her prophecies don't have any weight to the plot. She just has it. I doubt anyone will ever take her serious, like patchface. As of now, she's one of the many characters of the asoiaf series that's more just background for the more focused characters

Aegon wasn't much of a villain, Aemond was. Aegon just wanted a quiet life where he could drink and fuck. Aemond was the psychopath who burned innocents. Daeron and Helaena were the only good ones.
I think maybe she's frustrated because no one is listening to her warnings. She said there is a beast beneath the boards and Alicent didn't listen. And Alicent didn't really get a chance to tell her about the death.

Sweet Helaena, the dreamer in the family. Definitely deserves better siblings than Aegon and Aemond.

Aemond is not a bad brother to her and Daeron is a good guy. Aegon though is horrible to her.
