Everyones opinions are different and whether they would match yours for your reasons is a factor one cannot expect in a comment. All i can say is try it for yourself whether you want to. If you play on steam you can go for a funny 2 hour playtime to really give it a quick shot and see if you have fun with training and maybe a quick online set, and if you don't like it, Refund.
Back when SFV came out, I only had a GT430 so the only stage I can play on was The Grid. Any other stage that I tried always lagged like hell. I had to use a similar mod for BlazBlue that removes the 3D elements from all of the stages just so I can play the game. Thankfully, I don't have to do that anymore. Still, seeing mods like this is fascinating because it could possibly make a lot of graphically intensive games work on older and/or portable systems.
I think it is a testament to Capcom's animation and character design that this still looks STELLAR. You don't need 135 gigs of VFX shoved in like MK1 to have a good looking game.
The animations have gotten better, but they are way worse than they were in the sprite days. Look at Ryu's Donkey kick for example. Even the Donkey Kick animation in the Footsies game by HiFight is better than it is in SF5 and 6. They've gotten better, but it's still not as good as it used to be.

Sfv is full of bad animations and 3d models. The only reason this looks good is because it's not realistic to reproduce. It's a rig that can run the game perfectly (frame rate; stutter; etc) but textures removed, don't kid yourself thinking that it's some kind of testament to how well crafted the game is.
I kind of really want a game that looks like this on purpose now. If not for some glitchy-looking particle effects and the fact that two characters wearing the same costume would have the same color (which is to say, no color), this would probably be my new go-to way to play this game. It was something to the effect of "The only crime SF5 has committed, is making people think 4 was a good game." and i really, honestly and truly believe that. Every new SF is different. Not everyone is going to be good or like each one but theres always an SF for somebody.

Inspiring video. This potato simulation is still too powerful, I think - the amount of polygons on the fighters themselves are probably higher than entire scenes from a typical PS1/PS2 era game (which is the most that actual potatoes seemingly are capable of handling nowadays).

SFV looked like fucking garbage on release and even worse with ~10 years of reflection. Bug-eyed characters with goofy ass hands and feet clomping around looking like somebody turned the saturation up too high. It looks better with the flat shading filter, I'll give it that, but you couldn't use it for ranked! What the fuck? That's just me, though. I've hated the art style since it came out. As far as release- SFV had one of the worst releases in recent memory. A bare bones game with truly awful netcode that stood out even in the era of delay-based, fucked up balance, no choices for the V-system and characters that were far more limited than their current forms. Lazy single-player content that consisted of slideshows (yeah I don't play it either but it matters). Yeah, SFV was truly terrible on release. To the team's credit, the game became very good eventually- but that took years. Personally I'll always dislike the art style and the V-system anyways but it's a good game. SF6 nailed it. They obviously learned immensely from SFV. It's biggest problem is that our friends at Capcom have gotten a bit (a lot) greedier.
For me this lowfi cell shade style fits much better to street fighter aesthetics, just add some color and FXses and it’ll be look great. Even animation looks smoother

The maker of this mod should take notes from killer7 and its SUPER simplified geometry layered with its brand of cel shading! This reminds me EXACTLY of that!
This could be me not really understanding how different parts of 3D games take more power of a PC to use, but I noticed that the models in this video are still high poly (which still does look cool) I'm not sure how much power it takes to have higher poly models compared to other things like textures and effects, but what if a potato mod like this also had lower poly models akin to PS1 or PS2 polycounts? In my head that sounds pretty cool lol

Actual VFX, like energy projectiles and such, don't weight that much. The gigs are all from the realistic textures and similar stuff.
