There’s also a fast-paced, offbeat cadence used by Blueface, Shoreline Mafia, and YBN Nahmir that’s often credited to Vallejo, Calif. group SOB X RBE. However, the flow actually dates back to Northern California rap in the late ‘80s and early '90s. Rappers at the forefront of this era include Mac Dre, E-40, Keak da Sneak, and Suga Free.

I think the difference between Blueface the rest of the LA rappers is that while they all may be off beat, blueface lacks a predictable rhythm which it makes it unlistenable for most people.
Others may be off beat but there is a clear cadence that they have to compensate. Blueface doesn’t have this.

No, not quite. There is a difference between "offbeat" and been off tempo. If your lyrics cater to a different time signature, you hit the beat too fast/slow, your gonna be off tempo. But "offbeat" is when the notes you hit (syllables you "pop" in rap) come on the unaccented beats in a bar. Say for 4/4 timing you have 1,2,3,4 and thats your bar, off beat would be to hit your syllibles at 1.5, 2.5, 3.5, 4.5 instead of on the beat. However its still IN rhythm/time (beats per measure) of the track its on. Yes, they all sound in tempo, but the flows are indeed "offbeat".

MIC Deezy they’re called the up beats or &’s as in 1&,2&,3&,4&. They’re the 1/8th notes between each quarter note, i.e. the 1,2,3 and 4. That’s why I thought you’re way made sense for people who mightn’t know any theory but can hear a beat 😊

In my honest opinion, I think it's because people aren't practising being on beat, people are just rapping straight off without taking time to perfect and make it better. Producers are the hit makers these days and rappers are just billboards. Not trying to hate just my opinion. That’s where a lot of LA rappers get there off beat flow. Sugar free is very influential as well as E-40

There was also Kool Keith from the Bronx, he really embraced that flow in the latter half of the 1990s. Check out songs like Dr. Octagon, Black Elvis, Welfare Love, Dr. Dooom's In The Room. He might have adopted it from listening to E-40.
