This has been known and talked about in the world eater discord since the first weeks of the edition. Everyone just pegged it as unintended and poor sportsmanship/cheating. So, any time it's been mentioned people in the discord have condemned and mocked it. All you're seeing now is meta chasers (now that the faction is doing better) and Christmas box chasers who aren't traditional world eater players who are now flocking to the faction and will do whatever to win. Khorne spits on their cowardice.
The same thing happened over in the Ork side of things. RAW, Ghazghull Thraka could ride in a trukk as a single infantry model. This is obviously not intended cause Ghaz takes up 18 slots in the only transport he can go into, and his mini is the SAME SIZE as a trukk. But, you had a few dicks trying to pass that off as legit lol.
Imagine having a system, where you count define the size of every model, using a system of global abilities, that you can assign to a datasheet. What a wild concept, I wish we had this in 40k.

There are always a ton of similar examples which generate endless discussions, different ruling from different TOs and zero reaction from GW most of the time. Best case scenario, it gets an FAQ a few months after. Why so long? What is so difficult about agregating a couple dozen questions floating around WarhammerCompetitive subreddit and answering them in bulk every two weeks, for example. If you are so incompetent and/or greedy that you can't find a proofreader for your rules.
40K - The devs don't care about the rules and no one knows what anything is supposed to be as they rocket from tournament dumpster fire to tournament dumpster fire. This is why I've switched to Grimdark Future.
The problem with this isn't in the casual play, but in competitive play. Most World Eaters players would never do this as we know the intent of the rules. Where it would be a problem is with the high levels of play, and people trying to win a large tournament. Do you really believe that people who are at LVO wouldn't play this? Do you believe that the guys at Art of War wouldn't use this? A clear way of ensuring that 12-18 Exalted Eightbound are able to have an average 24" threat range on turn one where you don't have to worry about the majority of Overwatch? The threat of this is in how many players would use this in those higher echelons of play, and how GW reacts to it. Neither need a points change, just the addition of Exalted Eightbound to what is excluded from being transported.
Obvious oversight, there's tons of them in the game in every codex. My personal favorite is that when a Reiver gets promoted to Lt. he can't use his grav chute or Grapnel Launchers any more.
Hot take: Rhino's should have a max carry capacity of 6 MEQ models. I mean the model is tiny, you shouldn't be able to fit 10 super humans in there. The impulsor's only got a carry capacity of 6 too.
Well a exalted eightbound what can it attach too because theoretically it could have been elected as mentor for none eightbound to find out who is worthy kind of thing.

@Xynth25 So, first thing mister chaos player. They are not terminator equivalents. Now before you skree and rush to tell me how wrong I am and WE are so OP, they have T6 which is commendable, yes. Most termies are T5. But they have a 3+ save, with only a 5+ invuln. They are far faster than terminators, and have zero firepower. Exhalted get a FNP that you can boost which is neat. They are as much of an equivalent of termies as Crisis Suits are equivalent. Moving on from that, let's look at the Rhino. It's as sturdy as a grape if you shoot anything AT at it. It won't be until turn 3 before we can offload the Eightbound, (unless we get a good spot and you waddle closer where we can offload on turn 1). To me that's a good amount of time to pop a single rhino. Given it is the single biggest threat. It amuses me you're so violently hostile towards this goofy mechanic, lol. If it wasn't meant to be in GW would have edited it. Maybe they'll edit it since people noticed and are throwing an absolute tantrum over this. Biggest thing is, have your local WE players done this? If not than damn you really are incredibly toxic lol.

In tournament settings, which I don't attend anymore because I'm a narrative player and not into meta gaming or trying to remember every rule for everything I play. Like I stated before, they'd have fixed it. They have made sneaky edits since the launch that half of the community missed or was like "huh neat, rules as written I guess!" If they change it, I lose nothing and won't be upset. Though I'm sure you're the kind of player that would cry and throw a tantrum in the middle of the LGS if you saw someone wanting to try this out. None of the rhino-based vehicles are properly scaled. A Rhino should be the size of a Land Raider.
