If you don't have any of them yet, then yes they will be hard to come by. The current Treasuremap has a skull drop at 2Million points and Kizuna box 6 will likely also have a skull. Other than that there were alot of skulls in previous events but those 2 skulls will be the last ones you can get probably. The other chance to get Luffy G5 skulls will be in approx 3 months in the kizuna shop.

I wish you could freely swap between the two, because he's better in PVP but 6* is so strong is regular content
