I've seen guys hang two 9.9hp motors like that to get around the 10hp limit regs on some lakes. You can't use a motor over 10hp but it doesn't say you can't use two or three.
That's stupid. Around here those hp restricted lakes are small . If they change it to electric only I guess you can hang 4 trolling motors on the boat .2 up front and 2 in the back. It's easier to just follow rules.
That's a pretty selfish attitude to have the reason you have 10 horsepower and under lakes is because you have a lot of people in boats with no propulsion other than oars these people are trying to stay away from lakes where idiots have several motors. So they can fish in peace. Best you remember.
It would be fast! Cool part is after you get them in gear and powered up how you want. You steer with the one most comfortable to you. When underway the other motor follows the one you are moving!

In my younger and "Braver' days 😂, I mounted a 150hp 2 stroke Evinrude on a 17ft BassTracker boat. How the transom held is beyond me. Didn't have the courage to get to full throttle 😂.
