How to stop apps reopening when you restart Windows 10

When you restart Windows 10, it opens up the apps you had open before. If you find this annoying, you can stop it from happening. In this video I show you how.

I've tried everything below and nothing works
1. Settings > Accounts > Sign-in Options: [OFF] Restart apps
2. Settings > Accounts > Sign-in Options: [OFF] Privacy:”Use my sign-in info to automatically finish setting up my device and reopen my apps after an update or restart”
3. Settings > Apps > Startup (bottom left on menu) : List is empty
4. Task Manager > Startup (tab): List is empty

When I’m working on my laptop, windows 10 it freezes. I would have to power it down and restart it then it will load very slowly before I can use it again. It usually take about 2/3 minutes or longer before it actually let me get back on.
