      Public housing was established to provide decent and safe rental housing for eligible low-income families, the elderly, and persons with disabilities. There are approximately 1.2 million households living in public housing units, managed by some 3,300 HAs. The U.S. Department of Housing and Urban Development (HUD) administers Federal aid to local housing agencies (HAs) that manage the housing for low-income residents at rents they can afford. HUD furnishes technical and professional assistance in planning, developing and managing these developments.
      WHO IS ELIGIBLE?
      Public housing is limited to low-income families and individuals. An HA determines your eligibility based on: 1) annual gross income; 2) whether you qualify as elderly, a person with a disability, or as a family; and 3) U.S. citizenship or eligible immigration status. If you are eligible, the HA will check your references to make sure you and your family will be good tenants.       Anthony Johnson was a black Angolan known for achieving wealth in the early 17th-century Colony of Virginia. He was one of the first African American property owners and had his right to legally own a slave recognized by the Virginia courts.

      Hapmaplapflapgap Even then, the development of a worse culture after slavery wouldn’t have been due to chance but due to concerted government efforts to squash black communities; thus, invariably leading to black American culture being worse. However this in itself is just a symptom and not the root cause of why black Americans made worse decisions as a whole. The cause of this culture is of course historical systemic oppression, but “sir, they just made bad choices”.
      Tbh, I’m quite surprised he didn’t make the “hip-hop glorifying violence” argument.

      If you actually grew up in the hood, you will see that alot of the problems continue on because people let them continue on. If you constantly expect less from people, they will expect less from themselves. It's not hard to break the cycle of poverty yet you people overexaggerate as if it's some hard feat that takes the government or some elite liberal to get involved. How to break the cycle of poverty? Take advantage of what you have and don't take on unnecessary burdens. Don't have kids you can't afford, don't have unprotected sex, take advantage of scholarships/grants/other types of donations, save money when you get the chance to put it towards your future, etc. I grew up in chicago and saw for myself the backwards mentality that blacks had (im black btw). The people I grew up with were irresponsible yet had the nerve to blame "the system" for their decisions.

      Anthony Brian Logan Except ALL African Americans are not indigenous to West Virginia. You were being deliberately obtuse in ignoring the goal of his point. Most white people can clearly trace their roots to Italy or Germany, etc. Whereas black people (as long as you're not from the islands) can only really say they're from the south.

      Listen Mr. Logan, I'm black and a libertarian but I disagree with your opinions but I have to say it's fucked up what these people are saying to you.
      As a black american you cannot trace back where you come from and you have all rights as an american so you should be allowed to claim the state to which you belong as you have no hope of claiming the igbo tribe or the Hausa people or whatever.
      I don't get the points people are making against you here and think they are unfair. I do regard some of your points as "Uncle Tom" like. But I respectfully disagree and respect you as a brother who is doing something for himself and has dignity and intelligence no doubt.

      There's nothing unreasonable about this statement, in general. This is, in fact, the exact answer I would give to a creationist who asked me how life originated. Now, I'm not saying that Destiny's position is analogous to a creationist here. Unlike the creationist, his claims don't fly in the face of several well-established scientific theories.

    In order to routinely make good decisions, you have to not only be properly informed/educated; but also encouraged. You have to be drilled on 'cause and effect', and get a realistic understanding of what your actions will likely lead to.
    People don't get in the habit of making good decisions just because they want to, the exception to this is called "luck". This is anecdotal, but I've seen tons of instances where a terribly uninformed person does relatively well for himself, because of luck...but this is not the norm.
    The statement that he made about "blacks not wanting to use condoms" is really disappointing. Especially because he thinks that the presence of welfare somehow incentivizes blacks (more than whites) to have unprotected sex; not only that, but it was his "go to".
    Not the fact having sex with a condom on isn't as pleasurable.
    Not the fact that many inexperienced young men think that you can just "pull out", and everything will be fine.
    No acknowledgement made to the prevalence of women saying that their on the pill, when they're actually not...purposely trying to lock a man down. Or when women just honestly forget to take the damn thing.
    There's a bunch of reasons that could explain it. Many of which are tied to environment, but this guy immediately goes to the popular conservative talking point -- the welfare state.
    It's so frustrating to talk to someone who's this short-sighted. It's not a matter of him being lost 'in the weeds'. He doesn't even see the weeds, and he's talking about a complex problem. What a waste of time.

    This guy has the same problems as Tokna. Yes it is possible for people to go out and vote under the proposed SC voter ID laws, and yes it is possible for individuals to make the right choices, but when restrictions happen and people don't have the same access to opportunities, the group as a whole will do that thing in lower numbers.
    Desitny tried to bring up the point about people as a whole rather than the individual when making federal legislation but I think it could've been pushed a little harder. It's a pretty basic concept, analyzing people as a whole rather than individuals when making law for millions, but the people who he talks to don't seem to get it.

      I'm not "hoping" anything. I just believe that people should be held accountable for their actions. That's the difference between me and you. I allow people to make mistakes AND to face the negative consequences of those mistakes. I don't baby people. I'm an adult and I have no accountability nor responsibility for another adult. If someone chooses to have kids without being mentally and financially stable, they should suffer for it. I was born relatively "poor" yet I chose not to have kids because I used this pink, squishy thing in my head called a "brain" to come to the logical conclusion that I was not ready for a child in my dire situation.

How many black employers do you think there were in the 40s in comparison to white anyway, got the numbers on that my guy? And if black employers had less money than white employers, that means white employers were offering better jobs, they had more resources, and they could increase their profits even more by hiring blacks, hispanics, asians, and women that they didn't have to pay a fair and consistent wage. Thus allowing white businesses to gain even more of a foothold on the economy over black businesses. The what aboutism game doesn't work in this situation, it just proves how wonky your logic is.

      Wrong dude, the second great boom of immigration from Europe took place much earlier than the 40s. You're talking about whites that were bare minimum on their second generation, if not third or fourth since people had children younger back in the day. So you can toss that out right here in the recycling bin for intellectual dishonesty.
      I didn't ask if there were plenty of black owned businesses, I asked how many there were in relation to white businesses and furthermore how many were as successful as the white businesses that had working conditions up to snuff with white businesses. There being plenty of black owned businesses means little when they're still few and far between or if they don't provide the opportunity to build wealth on the same scale as white businesses.
      The Asian immigrants Destiny was talking about had their huge immigration boom in the 80s. Unlike the Europeans you're talking about from the early 1900s who came to America broke as hell, we're talking about a ton of highly skilled and educated immigrants from all over Asia entering a much more technologically developed America. And to this day Asians are second only to Hispanics in terms of who immigrates here, and the Hispanic rate is falling (especially from Mexico) while the Asian rate is rising.
      But lets get back on track here because now we're not talking about your wonky logic on minimum wage anymore. You're still just trying to weasel your way out of confronting that idea because you're smart enough to know that after hearing that back, it doesn't cut the mustard.

    Oh so you're suggesting that the incentive caused black people to make different decisions? So you're suggesting that certain societal incentives will help influence the decisions a person makes? So you're suggesting that the environment a person is in will influence their choices? ALMOST LIKE NOT EVERYTHING IS JUST "INDIVIDUAL CHOICE"
