According to the Cutting Room Floor Wiki, Tails was only brown for 2 or 3 days, and wasn't really intended to stay that way. TL;DR: brown Tails was a rough test with screwy temporary colors. Somehow, that test got handed to DiC as a character design reference, even though it was never meant to be one. Long version: The brown version of Tails was an early test which was most likely made to see what could be done using Sonic 1's player color palette, because the developers knew they needed him to share a palette with Sonic and were figuring out how to make that work. They didn't like the results of using Sonic 1's colors and reworked the palette pretty much immediately. Tails sprites with early temporary colors probably resulting from that palette test got printed out on a bad printer known to mangle colors, as a reference for the shape and size of the sprite; pretty much everyone at SEGA Technical Institute knew that anything printed using that printer should never be used as a color reference. The design and printed-out sprites were used by the devs very, very briefly. But DiC and some marketing people got handed those bad print-outs of that outdated temporary palette, which were only meant to be seen by people working on the game itself, and the devs don't know why or how that happened and are very confused.
The brown palette was a printing error, Tails was never brown. In the SHC 2024 version of the hack, Tails goes back to his normal palette since the team figured that out.

Sonic gets the 7th Chaos Emerald and then Gets Automatically Transported to The Hidden Palace Zone, touches a Shape that looks like an emerald and transforms somewhat into Super Sonic inspite only having 15 rings and is transported to the game Map, what was the reasoning behind it all, did you ever complete Hidden Palace Zone? 33:40 Sonic gets knocked back by the cog, i guess that is what wall recoil is? After Metropolis Zone is beaten you are sent back to Hidden Palace Zone and then touch an emerald shape and warp like you do in Sky Sanctuary Zone in Sonic 3 & Knuckles, what was that for?
1) It's wall recoil from protorype 2) Hidden Palace at this moment is not fully finished (as whole game), and now it's how you can done zone. 3) It's a bug of collisions. Will be fixed, I hope 4) It's Warp Point, not Hidden Palace. There will be time traveling, and after warp point- you'll come to another time period (medieval, past and etc)
As a suggestion, if this game is all about reimplementing scrapped ideas, why not create the scrapped sidekick (Boomer the Turtle)? Also, work in the Sonic Bounce Shoes / Tails Jet Shoes moniter and item from the 8 bit games
Weird suggestion, but maybe there should be an additional objective involving ring collection and checkpoints after getting Super Sonic. The idea would be that the levels are designed both for this collect-a-thon gameplay and for the usual speedrunning, but currently you cant experience the levels in the collect-a-thon way after getting all seven emeralds, which can be in just a few levels, but if there were another thing to do that required a lot of rings, that would add more give and take to using Super Sonic rather than it just being a reward. Is there something planned for this game along those lines (especially with the new checkpoint design)?
They should put future and past signposts like in Sonic CD to transport to go back or forward time. For example, You go to the past version of Green Hill Zone, and it would be Hill Top Zone.

Tails doesn't look that brown to me in the SatAM cartoon version.

It's an unused sample from Sonic 1 if memory serves me right, probably also in sonic 2 aswell due to them sharing the same drum samples
It's just the same standard drum sample from Sonic 1/2. But pitched lower like it was in the prototype of the first game that leaked.
