I would estimate around 9100 rpm max
I've ran mine to 10,600 for 2 years. Lot of engine work but so worth it

hard to tell without a straight up mod list but it looks to be a VF engineering centrifugal supercharger

theres a lot of fluttering going on it doesnt sound right
Sounds like it's modulating boost by opening and closing the blow off valve.
It can also be traction control limiting the power in these rainy conditions... seen and heard some normal cars do this in extreme wet conditions. Cant really say for sure though.
Maybe a centrifugal supercharger?
Its the blow off valve staying shut on lower boost/mild to little throttle input due to the fact that it has a stiffer spring to stay shut at the higher boost levels they are running to avoid boost prematurely bleeding off.
